The plan focuses on key areas such as structural adjustment, pollution control and emission reduction, ecological protection, policy regulation, and law enforcement supervision, and adopts more systematic, precise, and strict measures to ensure that on the basis of achieving the ecological environment protection goals of the 13th Five Year Plan, the environmental quality is improved to a greater extent, the environmental order is regulated more effectively, and the prominent shortcomings of building a moderately prosperous society in all respects are effectively filled.
On December 9, 2016, the Jiangsu Provincial Committee of the Communist Party of China and the Jiangsu Provincial People's Government held a mobilization meeting for the province wide "Two Reductions, Six Governance, and Three Enhancements" special action in Nanjing, officially launching this major action that concerns people's livelihoods.

One reduction: By 2020, the total coal consumption in the province will decrease by 32 million tons compared to 2015, and the proportion of coal consumption in the power industry will increase to over 65% of the total coal consumption.
Two reductions: By 2020, the number of chemical enterprises in the province will significantly decrease, the total emissions of major pollutants in the chemical industry will significantly decrease, and the number of enterprises in chemical parks will account for more than 50% of the total chemical industry in the province.

First governance: by 2020, the permanganate index and ammonia nitrogen in the Taihu Lake Lake will be stable at 11 categories, reaching Class I in total, and the total nitrogen will reach.
In category V, the total nitrogen and total iodine pollutant emissions in the watershed have been reduced by more than 16% compared to 2015.
Secondary treatment: By 2020, the coverage rate of domestic waste classification facilities in built-up areas of prefecture level cities will reach 70%, while in built-up areas of other cities, the coverage rate will reach 70%.
The coverage rate of household waste classification facilities has reached 60%, and the harmless treatment rate of urban and rural household waste in the province has reached 98%.

One improvement: focus on creating the ecological pattern of "one circle, one belt, one network and two zones", that is, build the the Taihu Lake Lake Ecological Protection Circle, the Yangtze River Ecological Safety Belt, the Central Jiangsu North Jiangsu Ecological Protection Network, and set up the ecological protection leading zone and the ecological protection special zone, so as to ensure that the regional ecological environment status index and green development index increase year by year.
Two improvements: Establish a sound environmental and economic policy system, pay attention to the use of economic incentives, increase pollution costs, strengthen incentive mechanisms such as green finance, and use price and market mechanisms to force enterprises to transform.
Three improvements: Strictly implement the newly revised Environmental Protection Law, improve the linkage between environmental law enforcement and criminal justice, implement joint punishment, and promote environmental compliance as the new normal.
