Ministry of Environmental Protection: Focus on the ''Ten Measures for Gas'' And ''Ten Measures for Water'' And Do a Good Job in Assessment Work

Minister of Environmental Protection Li Ganjie presided over the executive meeting of the Ministry of Environmental Protection in Beijing, which reviewed and approved in principle the "Work Plan for Assessment and Evaluation of Water and Air Quality and Total Target Completion in 2017", and studied and planned the overall ideas and key measures for ecological environment protection work in 2018.

The meeting emphasized that the implementation of the "Ten Measures for Air Quality" and "Ten Measures for Water Quality" is highly valued by the Party Central Committee and the State Council, and is widely concerned by the people. It is crucial to carry out the assessment of the completion of water and air quality and total targets for the year 2017. We should focus on the "Ten Measures for the Atmosphere" and "Ten Measures for the Water", scientifically plan and coordinate the assessment work, truly reflect the completion of tasks in each province (region, city), identify weak links and prominent problems, and commend the advanced and urge the backward. We must adhere to the core of improving ecological environment quality for total emission reduction assessment, promote the implementation of major pollution control projects involved in the "Ten Measures for the Atmosphere" and "Ten Measures for the Water", urge localities to effectively reduce the total amount of pollutant emissions, and effectively improve the quality of the ecological environment. We must adhere to a problem oriented approach, streamline and efficiently carry out on-site spot checks and reviews, focus on verifying areas where the ecological environment quality improvement target tasks have not been completed, and effectively reduce the burden on local areas. The assessment work involves a wide range of content and is difficult to coordinate. It is necessary to improve work efficiency, cooperate and coordinate well, promote the establishment of corresponding work mechanisms, and ensure the timely and efficient completion of the assessment work.

The meeting pointed out that 2018 is the starting year for fully implementing the spirit of the 19th National Congress of the Communist Party of China, and a crucial year for winning the bid to build a moderately prosperous society in all respects and deeply implementing the 13th Five Year Plan. We need to elevate our political stance, carefully plan the overall ideas and key measures for ecological environment protection in 2018, conduct in-depth research and propose targeted and specific indicators and effective policy measures, and transform the blueprint of the 19th National Congress of the Communist Party of China on ecological civilization construction and ecological environment protection into a roadmap and construction plan. All units and departments should take the initiative and not wait, while actively promoting the completion of this year's work, they should also quickly deploy next year's work tasks. We must closely integrate the overall planning of ecological environment protection work with the successful convening of the 8th National Environmental Protection Conference, comprehensively strengthen ecological environment protection, and resolutely fight the battle against pollution prevention and control.
