The Ministry of Ecology and Environment recently issued the "Yangtze River 'Three Phosphorus' Special Investigation and Rectification Action Implementation Plan," guiding seven provinces (cities) including Hubei, Sichuan, Guizhou, Yunnan, Hunan, Chongqing, and Jiangsu to conduct concentrated investigations and rectifications.

A relevant official from the Enforcement Bureau of the Ministry of Ecology and Environment introduced that the “Plan” clarifies the overall requirements and work arrangements for the Yangtze River “Three Phosphorus” special investigation and rectification action, which can be summarized into three key points and five stages.


The three key points refer to phosphate mines, phosphorus chemical industries, and phosphogypsum stacks.


Phosphate Mine Rectification aims to achieve standard discharge of mine water, effective dust control in mining areas, and implementation of ecological restoration measures in mines.


Phosphorus Chemical Industry Rectification focuses on achieving rainwater and sewage separation, effective collection and treatment of initial rainwater, construction and normal operation of pollution prevention facilities, and standard discharge of wastewater. For phosphate fertilizer enterprises, the focus is on the construction of sewage treatment facilities and effective reuse of wastewater; for phosphorus-containing pesticide enterprises, the focus is on the recovery and treatment of mother liquor; for yellow phosphorus enterprises, the focus is on achieving “zero discharge” of phosphorus-containing wastewater and implementing yellow phosphorus loss prevention measures.


Phosphogypsum Stack Rectification focuses on regular groundwater monitoring, effective collection and treatment of leachate, standardized construction of return water pools, flood interception ditches, and flood discharge channels, and comprehensive utilization of phosphogypsum.


The “Five Stages” are “Identify Problems - Formulate Plans - Verify Lists - Supervise Progress - Assess Effectiveness.”


Identify Problems: Organize the investigation of “Three Phosphorus” issues, grasp the problem list, and sort out industry typologies.


Formulate Plans: Develop rectification plans for each enterprise, form rectification ledgers, carry out classified rectifications, and promote rectification tasks with a list-based approach.


Verify Lists: Conduct enhanced supervision, verify problem lists and rectification plans, identify and fill gaps, check for underreporting or misreporting, and complete rectifications for yellow phosphorus enterprises.


Supervise Progress: Verify rectification status, supervise rectification progress, delist completed rectification tasks, and complete rectifications for phosphate mines, phosphate fertilizer enterprises, and phosphorus-containing pesticide enterprises.


Assess Effectiveness: Continuously promote the rectification of key phosphogypsum stacks, continuously address prominent issues, and verify and accept the effectiveness of the “Three Phosphorus” special investigation and rectification action.

The total phosphorus content in the treated effluent can be reduced to below 10 mg/L, meeting the enterprise’s requirements, and the treated effluent can be directly discharged after neutralization.
